Preheat oven to 375°F. Coat a 9x13-inch baking dish with cooking spray

Arrange the fennel and onion in the bottom of the prepared baking dish.

Pour the olive oil, broth and vinegar over the fennel and onion, and season with salt and pepper.

Bake for 1 hour, stirring half way through.

Stir in the beans and parsley and put back in the oven for 10 minutes.
