In a medium saucepan over medium heat, combine milk and Splenda Hazelnut Coffee Creamer.

Whisk in cocoa and instant coffee (or espresso powder) until smooth, and bring to simmer.

Whisk in water and return to simmer.

Divide mixture among serving mugs and top with a sprinkle of cocoa powder and chopped hazelnuts (if desired).
