Heat a Dutch oven over medium-high heat. Add beef and cook until browned, stirring frequently. Stir in the frozen vegetable mixture, tomatoes, and 1 cup water. Bring to a boil. Reduce heat to medium-low, cover, and cook 10 minutes.

Remove from heat. Stir in the cumin, 1/4 teaspoon salt, and 1/4 teaspoon pepper, if desired.
